Norwood Planning Assembly – local input in planning

The Norwood Planning Assembly (NPA) was established by the Norwood Forum and the Norwood Action Group. It is hope that such an assembly will allow local people to decide where future shops, houses, community and workspaces should be and what they look like, and press for property to be more affordable too.

Cllr Fred Cowell has been working with the above group as well as with other residents to help enable local people and businesses to have a greater say in planning development in our local area.

Having received an update towards the end of January 2017 at the NPA public meeting about the bid for designation, ratification of the NPA constitution and the election of officers, plus the creation of a volunteer led sub-groups to develop aspects of the neighbourhood plan, the NPA is now going to public consultation.

It is expected that the decision on whether to formally designate the NPA will be made by the Council’s Cabinet in July 2017.

Burst Water Mains Scrutiny Commission

Lambeth scrutiny commission is meeting on Tuesday 25th April 2017 at the Karibu Education Centre, 7 Gresham Road SW9 7PH to look at issues related to burst water mains.

The commission – comprising four cross-party backbench councillors – will be questioning representatives of Thames Water regarding the causes and effects of recent bursts in the borough, and the customer response to residents and businesses affected by flooding, as well as examining the longer term plans for maintenance and investment in the network. 

The commission is part of a London-wide scrutiny approach involving several boroughs and the Greater London Assembly’s Environment Committee, which is expected to result in a joint report with a series of recommendations aimed at improving performance in the areas outlined.

The commission will begin with an informal surgery-type session from 6-7pm when members of the public are encouraged to give evidence on the topic by speaking to councillors about their experiences. Following this will be a formal meeting from 7-9pm during which the members of the commission will put questions to Thames Water.

Thames Water update

Thames water will be starting further work in the local area as they aim to reline the water main on Norwood Road between the junctions of Leigham Vale and Tulse Hill South Circular. This should reduce the likelihood of further leaks and bursts on the water supply network.

Thames Water are planning to work from Monday 10 April 2017 for approximately 10 weeks. The working hours on Monday to Friday will be from 8am to 5pm, on Saturdays from 8am to 5pm and on Sundays from 9am to 1pm. If this changes we’ll let you know in advance.

Palace Road will be closed at the junction of Norwood Road. Perran Road will also be closed to traffic, with the diversion routes clearly signposted. However, residents will still be able to access their properties.

Entry to Knollys Road from Leigham Court Road is currently closed to traffic for six weeks and diversion routes are signposted on Canterbury Grove.

Bus stop number 7730 outside property number 385 Norwood Road and bus stop number 3388 outside property number 162 Norwood Road will also be suspended during this time.

Thames water are not planning to turn the water off, so the works will not affect the water supply. If you, however, experience any interruption to your water supply, please, let contact Thames Water by calling 0800 316 9800, selecting option one and quoting this reference number – BB210376. 

Consultation for proposed Controlled Parking Zone begins

The council has taken the decision to proceed with the implementation of a Controlled Parking Zone in the ‘Brixton Hill’ area, subject to the outcome of a statutory consultation. 

This will have an impact on Trinity Rise, Brockwell Park Gardens and the section of Norwood road between the junction of Norwood road /Rosendale road up to Trinity Rise. The consultation runs from Wednesday 22 March to Wednesday 19 April 2017.

In short, the Council has agreed to proceed with a statutory consultation to:

introduce a new ‘D’ CPZ to be operational Mondays to Fridays between 8.30am and 6.30pm;

introduce a new ‘F’ CPZ to be operational Mondays to Fridays between 12pm and 2pm;

extend the existing Clapham L CPZ, with bays operating Mondays to Fridays from 10am to Noon and single yellow lines operating Mondays to Fridays between 9am and 6pm;

extend the existing Brixton Hill ‘Q’ CPZ, with bays operating Mondays to Fridays from 10am to Noon and single yellow lines operating Mondays to Fridays between 8.30am and 6.30pm;

extend the existing Tulse Hill ‘H’ CPZ, with bays and single yellow lines operating Mondays to Fridays between 12pm and 2pm.

Further emergency Thames Water works in the Tulse Hill area

We have been made aware of further urgent works commencing from Monday 13 February 2017. Due to the ongoing flooding issues in and around the Tulse Hill area Thames Water need to install a line stop and isolate a 21’’ main. This is to mitigate and prevent a future burst on this main.

The contraflow bus lane on Norwood Road will be closed and as a result there will be a bus and cycle diversion along Christchurch Road, Hardel Rise and Tulse Hill. 

Work will end on Thursday 23 February 2017 at 18:00. Traffic management systems will be put in place.

West Norwood Masterplan update

The West Norwood Masterplan refresh is in the final stage of consultation. Work on the masterplan began over a year ago and it’s purpose was to refresh the 2009 masterplan to acknowledge the new changes in the area, provide a detailed economic survey of the area and develop a Co-operative Local Investment Plan. 

The Masterplan has focused on four areas between West Norwood and Tulse Hill. These are the Tulse Hill station area, the central retail area, West Norwood Station and the Commercial and Industrial Area. There has been extensive consultation on priorities for the area and detailed engagement with stakeholders, such as the Norwood Forum. The Masterplan is designed to create a dynamic new series of opportunities for the area and is being used to attract new sources of private and public money to help improve the area.
