On Wednesday 26 July 2017 Cllr Fred Cowell met with Sustrans, design engineers, traffic officers from Lambeth Council and Rosendale Road Allotments association members to review the designs for Quietway 7.

The Northern end covers the intersection of Rosendale and Turney road and is where deliveries come for the Allotment Shop. Rosendale Allotments were able to work with engineers to make sure the designs met their needs and the needs of local residents.

The plan is for Cycling to be integrated into the intersection, new trees to be planted and the road improved. The flow if traffic will be altered and new pedestrian crossings installed to make the junction safer for cyclists, drivers and pedestrians.

We will be having meetings with other residents and businesses along Rosendale Road to ensure every aspect of the design can meet their needs.

Thames Water update

There was a 10 inch pipe burst on Thurlow Park rd on Friday 30 June. This caused small flooding to six gardens and one basement. This burst also created a further burst to a nearby 13 inch pipe. Repairs were carried out and the road was opened on 04 July.

The South Circular Bus Lane will be closed at the Norwood Road junction with Perran Road from Monday 03 July for approximately six weeks. Perran Road will also be closed to traffic, with the diversion routes via Christchurch Road clearly signposted.

Residents will still be able to access their properties. Bus stops outside property number 162 and 385 Norwood Road will also be suspended during this time.

Norwood Road will be closed to traffic travelling southbound between South Circular Road and Elmcourt Road from Monday 21 August for approximately one week. This will include the closure of Palace Road/Leigham Vale at the junction of Norwood Road.

Bus routes 196, 322, 468, 690 and N68 travelling from Herne Hill towards West Norwood will be diverted from Norwood Road, Croxted Road, Thurlow Park Road and Lancaster Avenue before returning to the line of route on Norwood Road. Bus routes 2, 432, X68 and N2 travelling from Tulse Hill towards West Norwood will be diverted from Tulse Hill, Norwood Road/Rosendale Road, Thurlow Park Road/Lancaster Avenue before returning to line of route on Norwood Road. Bus route 68 will terminate at Tulse Hill. We’ll also have appropriate signage in place for cyclists.

Street parking conversion on Station Rise

Lambeth Council will converge existing on street parking places in Station Rise to a disabled parking place, a loading parking place, a limited free time parking place and the removal of other existing on street parking places.

1.NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth (“the Council”) on 19th July 2017 made the Lambeth (Tulse Hill) (Parking Places) (No. 1) Order 2017, the Lambeth (Free Parking Places) (Disabled Persons) (No. 3) Order 2017, the Lambeth (Free Parking Places) (Limited Time) (No. 3) Order 2017, the Lambeth (Loading Places) (No. 3) Order 2017 and the Lambeth (Waiting and Loading Restriction) (Amendment No. 263) Order 2017 under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. The Orders will come into force on 22nd July 2017.

2.The general effect of the Orders will be to:-

(a) revoke an existing shared-use residents’/pay and display parking space on the south side of Station Rise, so as to provide:-
a. a new disabled persons’ parking place outside No. 11 Station Rise; and
b. a new shared-use loading place and limited free time parking place outside No. 12 Station Rise and at the side of No. 367 Norwood Road;
(b) revoke all other existing parking places in Station Rise and ban waiting at any time (except in the marked bays referred to above) in Station Rise instead.

3.The disabled persons’ parking place will operate at any time and would be available for use only by vehicles which display in the relevant position a valid disabled persons’ blue badge issued by a local authority.

4.The loading place will operate between 7 am and 10 am on Mondays to Saturdays inclusive and during these times only goods vehicles being continually loaded or unloaded for periods of not more than 30 minutes will be able to park in the loading place and vehicles will not be able to return to the loading place within 2 hours of leaving it.

5.The limited free time parking place will be available for use between 10 am and 6.30 pm on Mondays to Saturdays inclusive for a maximum period of 20 minutes with no return to the parking place within 40 minutes of leaving it.

6.The Orders are necessary to improve parking facilities for people with disabilities, provide loading/unloading facilities to enable the delivery/collection of goods and assist in regulating parking whilst encouraging a turnover for trade and shops in the area and so improve safety and the amenity of the area.

Proposed Controlled Parking Zone – extension H /Tulse Hill

In March /April 2017 there was a consultation on the possibility of a Controlled Parking Zone (CPZ) that would extend onto Trinity Rise, Brockwell Park Gardens and the section of Norwood Rd between Rosendale rd and Trinity Rise. It was suggested that the existing Tulse Hill ‘H’ CPZ be extended with bays and single yellow lines operating Mondays to Fridays between 12pm and 2pm.

Implementation of the works programme will begin on Monday 07 August and take place for 4-6 weeks.

Warning Notices will be put in place in the area to notify all road users when the zone becomes operational, which is envisaged to be 2 October 2017, though this is subject to change.

Rosendale Playing Fields update

We undertook resident engagement work in December 2016 ahead of a proposed planning application regarding a new fence around the playing fields. During our conversations with local residents, including a drop in session, it became clear that there were some questions that still needed answering before such a planning proposal could go to public consultation.

With that in mind, Lambeth officers spent time working with the Dulwich Estate to develop a possible plan for the site going forward.

We can now inform residents that the proposed planning application for a fence around the playing field will go ahead, and it should go to planning before the end of the year. It has been agreed that there will be fencing on three sides of the playing fields (i.e. excluding the rear gardens side that backs onto Dalkeith Road). Dulwich Estate have agreed to the fencing on three sides, and the site will therefore be deemed to be secure.

Lambeth officers will now proceed with the specification and plans for the planning application. Once we know more about the forthcoming timeline etc we’ll post a further update.

Changes at the Rosendale Surgery

The Rosendale Surgery is changing its name to the Old Dairy Health Centre, to reflect its move to the new site at 19B Croxted Road SE21 8SZ. While their phone number will remain the same, anyone wishing to email the surgery should write to lamccg.odhc@nhs.net

Quietways engagement – next steps

On 12 June, Lambeth Council’s website showed that a decision had been published regarding the design of Quietway 7 – the route along Rosendale Road and Turney Road.

This Quietway has been a fraught process since the outset, and we have worked closely with residents and community groups over the last two years to work towards a design that makes the road safer for residents, people shopping and working nearby, pedestrians, cyclists, pupils walking to school, and other road users.We organised a number of workshops and consultation events and have met with many residents on and near the route.

When the decision was published, we were concerned that the public feedback during the consultation and our contributions on residents’ behalf had not been taken into account. We therefore decided to call in the decision – this is a formal challenge to the decision and should only be used as a last resort, so we made sure to meet with the cabinet member and officers first.

Thanks to our willingness to engage with Lambeth stakeholders, and the ongoing work we have been doing with local residents on this, they have now agreed to withdraw the decision in order to take on board our points. They have committed to work with us to –

revisit the design, giving greater consideration to the responses to the last consultation
revise the project plan and timeline to include a 4-6 week public engagement period
put in place a process so that as your local councillors we have greater input into designs
review the engagement process for future transport projects so that this problem doesn’t arise again

We are pleased that this means, instead of time consuming and confrontational scrutiny meetings, we can get on with working with you to improve the scheme.

Next steps
Last week we met with the cabinet member and officers to discuss potential next steps. We shared these and listened to feedback at a public meeting we organised last Tuesday, which over 60 local residents attended.

Now to the end of July
Officers will revisit designs to look at where the most concerns and comments were raised during the consultation and from meetings with councillors, and will redesign sections to accommodate these.
We have requested that officers meet with important local stakeholder groups such as the Allotments and the Rosendale Road businesses, to ensure that new proposals are developed collaboratively and that their specific needs are met in the redrafted designs.

We, as your local councillors, will also meet with any residents or community groups wishing to discuss the designs. We will also keep our online survey open for residents to feed into and pass on any feedback received today. All contributions will be fed into the design process.

End of July/ early August
Officers will meet with councillors with completed new drafts so that councillors can ensure that feedback from residents and community groups has been fully incorporated, and request any further changes.

September
A public consultation will open, with a mixture of exhibitions, workshops and online feedback opportunities. We welcome any suggestions on how to make this as meaningful as possible. Officers and councillors will be on hand at all events to ensure any questions can be answered and that feedback is captured properly. This will also be an opportunity to contribute to the detailed design – this will include things like greening.

As a result of our public meeting, we have already started organising workshops between officers and the allotments and Rosendale Road businesses. We have also asked that the communication plan is shared so that residents can ensure it goes far enough to engage everybody.

Our support for the Norwood Planning Assembly

Today, Lambeth Council will consider the application from the Norwood Planning Assembly to designate West Norwood and its surrounding neighbourhood as a neighbourhood planning area. This means local people get a greater say in how the area develops.

As your local councillors, we have been very proactive in working with the Norwood Planning Assembly volunteers and the wider community to develop the proposal – in particular, in his role as Norwood Area Lead, Fred has been busy liaising with officers, providing feedback from residents, helping to agree boundaries with other neighbourhood planning groups in Herne Hill and Tulse Hill, involving stakeholders like Brockwell Park and providing support in developing the final plans.

We have submitted the following statement on behalf of the West Norwood councillors in support of the final proposals being considered by the council today –

Norwood Planning Assembly Application for Designation

Introduction

1. This is a combined submission from all Norwood Councillors in the three wards making up the Norwood area – Gipsy Hill, Knights Hill and Thurlow Park wards – to the application for the Combined Neighbourhood Area and Forum Application submitted by the Norwood Planning Assembly (NPA) on 8 March 2017 for designation for a local plan under the 2011 Locality Act.

The NPA and its composition

2. The NPA is formed of two longstanding local groups the Norwood Forum and the Norwood Action Group (NAG). These groups have a strong local presence and have since the summer of 2015 engaged in constructive work to make the plans for the local community known to the wider area. This has included a range of activities including public meetings and engagement through different networks and they have work closely with the Masterplan refresh process from 2015-2016 and used the data gathered in this process to inform their application, which as a consequence has a strong evidence base.

3. They have a presence across all three wards and Councillors have worked with members from this group. The requirement that membership be drawn from different places in the neighbourhood area concerned and from different sections of the community in that area has been fulfilled by the NPA in the preparation and submission of this application. All other requirements for designation under the Town & Country Planning Act 1990 section 61F(7)(a) are met by the text of this application.

The area for designation

4. Part of the process described in paragraph 3 above was the negotiation and confirmation of precise boundaries of the area beginning in 2016. This took the administrative unit of the Norwood Ward boundaries as a starting point and then worked to assess whether these related to planning considerations and the public identification of the area. The boundaries represent an accurate picture of the Norwood Area.

5. After consultation the and public engagement the following boundaries were agreed with other neighbourhood forums

a. In the South of the area – the boundary traverses a significant part of the South of Gipsy Hill Ward, which falls into the Upper Norwood and Crystal Palace forum. This boundary reflects both surveys of the area and the work that other forums. It also would pose no real impediment in planning terms.
b. In the North of the area – this area covers the streets in the Brockwell Park and Rosendale Road area of the Ward. Door knocking, residents association consultations and survey data placed this area in Herne Hill and as a consequence will come within the Herne Hill local plan.

6. The NPA has agreed MOU’s with the Tulse Hill forum who are working on a neighbourhood plan to the west of the proposed designated area and with Brockwell Park Community Partners (which given the final boundaries is no longer relevant).

7. The boundaries represent an area that would be known and recognised as West Norwood and the final boundary has been arrived at through a process characterised with high levels of public engagement.

Conclusion

8. Norwood Councillors support the designation of the NPA and the boundaries of their local plan set out in their designation documents.

Making West Norwood’s streets cleaner

We are disappointed that despite the investment in new pavements, in some areas Norwood Road is impacted by dumped rubbish. Flytipping and commercial waste left on the pavements sometimes stains them and is unpleasant when people are shopping, living, working and travelling locally.

We have been working with residents to identify the hotspots and have organised for Lambeth’s commercial waste officer to visit businesses to make sure they have the right arrangements in place for rubbish collections. We are also looking to get particularly damaged areas of new paving jet washed.
